Welcome to the official website of Richard Mbayo, a Ugandan politician, human rights advocate, and PhD candidate whose research focuses on US-China relations in Africa, particularly in the areas of peace, conflict, civil-military relations, great power politics, security, and foreign aid diplomacy. Rooted in the rural community of Kabweri, Kibuku District and driven by a passion for justice, equity, and education, he is on a mission to serve the people and transform lives through knowledge, leadership, and collective action.

KABWERI ECONOMY

My people, I have heard your voice, and it is time for people-centered leadership. We should build strong initiatives through unions and local businesses.

GENDER EQUALITY

Promoting the rights and inclusion of women and girls. Uganda faces significant challenges in achieving gender equality, despite progress in some areas. While legal frameworks and policies exist to promote gender equality, persistent gaps in economic participation, educational attainment, and political empowerment remain. Additionally, women in Uganda experience higher rates of violence and are less likely to access justice than men. Richard Mbayo is ready to take charge and address gender equality challenges.

YOUTH EMPOWERMENT

Engaging the 75% youth population in economic and leadership opportunities. Uganda's youth face significant challenges like unemployment, lack of access to education and training, and limited economic opportunities. To address these needs, youth empowerment initiatives focus on developing marketable skills, fostering entrepreneurship, and providing access to resources and opportunities.

AGRICULTURE

Reviving cotton, fighting rice bans in swamps, and supporting local farmers. To improve Uganda's agricultural system, the government should focus on strengthening the institutional base of agriculture, removing existing distortions, facilitating trade, and enhancing resilience through climate-smart agriculture and low-cost irrigation systems. Key areas for improvement include improving agricultural support services, facilitating access to price and weather information, and promoting market-oriented production.

HEALTH

Advocating for better-equipped health centers and community health outreach. To fix Uganda's health system, several key areas need attention: increased investment in the health sector, addressing the shortage of healthcare workers, improving access to essential medicines and medical equipment, and strengthening governance, transparency, and accountability within the system. Partnerships with NGOs, international organizations, and neighboring countries can also provide valuable support.

EDUCATION

Secured 100 university scholarships for students from humble families. Leading the "Keeping Girlchild Educated" campaign to provide free sanitary pads. To improve Uganda's education system, we shall focus on building a stronger teaching force through training and supervision, strengthening the system's governance and accountability, and investing in infrastructure and technology. This includes creating a more inclusive curriculum, addressing hidden school fees, and fostering public-private partnerships to bridge resource gaps.

1. Strengthening the Teaching Force

Teacher Training:
Invest in comprehensive professional development programs for teachers, focusing on pedagogical approaches, classroom management, and the use of technology.

Teacher Supervision:
Implement effective systems for supervising and assessing teachers, potentially using data-driven approaches to identify areas for improvement.

Teacher Motivation and Retention:
Address issues like teacher salaries, workload, and working conditions to improve teacher motivation and retention.

2. Strengthening the Education System:

Curriculum Reform:
Develop inclusive curricula that are relevant to local contexts and languages, and that are aligned with the needs of the labor market.

Technology Integration:
Leverage technology to enhance education delivery and school management, including e-learning and online resources.

Governance and Accountability:
Strengthen local accountability and collaborative partnerships between schools, parents, and communities.

Community Participation:
Encourage community involvement in the development and execution of education policies.

3. Addressing Resource Gaps:

Public-Private Partnerships:
Collaborate with the private sector to bridge resource gaps in school facilities, e-learning, and vocational training.

Infrastructure Development:
Invest in improving school infrastructure, including classrooms, libraries, and technology infrastructure.

Financial Support:
Address hidden school fees and other financial barriers that discourage enrollment, especially for vulnerable children.

4. Data-Driven Improvement:

Implement systems for collecting, analyzing, and visualizing data to monitor progress and identify areas for improvement.

Richard Mbayo is a proud member of Uganda’s leading opposition political party—the National Unity Platform (NUP)—committed to democratic governance, social justice, and the liberation of Uganda from authoritarian rule.

Strategic Messaging: Uses digital platforms to counter state propaganda, advocate for detained political activists, and promote the vision of a New Uganda.

Vision
Richard believes in building a Uganda where leadership is accountable to the people, public resources are used transparently, and all citizens—regardless of region, gender, or class—have access to opportunity and justice. His political work is rooted in his conviction that power must return to the people.

Dedicated Child of Kabweri

Born and raised in Kabweri, Richard Mbayo’s story is one of resilience, purpose, and unwavering love for his people. From selling chapattis on the streets of Kibuku to becoming an international scholar and political voice, Richard’s journey is a testament to what determination and community support can achieve.

He grew up witnessing firsthand the struggles of ordinary people—lack of access to quality education, poor healthcare, limited economic opportunities, and the silence of leaders who had abandoned their responsibilities. These early experiences planted in him a deep sense of duty to fight for a better Kabweri.

Richard never forgot where he came from. He has lobbied over 100 scholarships for students from humble families, supported girls' education through the Keeping the Girl Child Educated campaign, and used every platform—from classrooms to international forums—to advocate for his people.

His candidacy is not just about politics; it is about restoring dignity, creating opportunity, and rewriting the story of Kabweri. As the son of the soil, he carries the hopes of every struggling mother, every jobless youth, and every child whose dream feels out of reach.
